From Training to Readiness: Ryan Steffy Advances Emergency Management at UT

When Ryan Steffy joined the University of Tennessee’s Office of Emergency Management in June 2024, he stepped into a role where no two days are the same, and preparedness is everything.

From reviewing emergency plans and coordinating training exercises to collaborating with campus and community partners, Steffy’s work demands technical expertise, adaptability, and calm leadership in the face of uncertainty.

“Some days have been routine,” Steffy said. “Others have required rapid coordination, strong situational awareness, and decisive support to leadership during unfolding incidents.”

Early in his tenure, Steffy and the Office’s leadership recognized the importance of building a strong professional foundation grounded in national standards and best practices.

“Emergency management is a discipline shaped by planning, coordination, communication, and experience,” said Brian Gard, director of UT Emergency Management. “With Ryan’s promise and bright future, we wanted him to complete the FEMA Basic Academy.”

To deepen his understanding of the field and better serve the University, Steffy committed to completing FEMA’s Basic Academy, an intensive, 120-hour introductory professional training program and a cornerstone of FEMA’s Emergency Management Professional Program.

“The Basic Academy was an intensive experience,” Steffy said. “But it was incredibly valuable.”

Throughout the program, Steffy immersed himself in emergency management principles, hazards and threats, emergency operations planning, public information, and the Homeland Security Exercise and Evaluation Program. Classroom instruction was paired with scenario-based learning, in-depth discussions, and collaboration with emergency management professionals from across the country.

Each course reinforced how individual responsibilities connect across the full emergency management lifecycle, from mitigation and preparedness to response and recovery.

“As the weeks went on, I could clearly connect what I was learning in the classroom to my work at UT,” Steffy said. “Concepts from the Foundations of Emergency Management course directly reflected the responsibilities I handle every day.”

Additional coursework strengthened his approach to emergency operations planning, sharpened his understanding of public information strategies, and enhanced his ability to support effective exercises and preparedness initiatives across campus.

“The Academy didn’t just add knowledge,” Steffy said. “It refined how I think, plan, and coordinate emergency management as a whole.”

Completing the FEMA Basic Academy marked a significant milestone in Steffy’s professional journey. The achievement underscores his commitment to continuous improvement and to aligning the University’s emergency management efforts with nationally recognized standards.

More importantly, it enhances his ability to help foster a safe, prepared, and resilient campus community.

Today, Steffy applies the lessons of the Basic Academy in his daily work, contributing with confidence, clarity, and purpose. His accomplishment reflects both personal dedication and the University of Tennessee’s ongoing investment in preparedness and resilience.

Looking ahead, Steffy remains focused on growing as a leader, mentoring others, and continuing to serve the University with professionalism and care, ready to meet whatever challenges may come next.
